Specific Recreate my grandfather's photo like an oil paining or a HD portrait

This is already a cut out placed on a new background.
Since it is mostly white and white (or black for that matter) doesn't contain any information it will be impossible to get a good result.

Do you have the original picture by any chance?

Like @Eggy explained, there is no colour depth in the picture provided, which is why it is difficult to get a decent looking painting effect. The following is an example and know that you can get a much better result with the original pic.

This image is 7"X5" and since the shoulders were not parallel, I had to even it by a little.
The background can, of course be changed to whichever you need. Let us know if you need changes.
