Resizing vector image & jpeg image in psd

I have a psd file , where i need to insert a jpeg image & resize that image to fit in a circle which is alread there in that psd. How can I resize this jpeg?

Using the ellipse too drew a circle (vectore image).. How can I resize this circle? Just using simple mouse operations is surely not the way here...
 
Either one of these will be on its own layer and can therefore be transformed. Use edit>transform or ctl/cmd + T. Grab one of the corner handles and move it inward or outward. To constrain the proportions, hold the shift key down while you make the adjustments.

If your ellipse is an active selection (with marching ants), rather than one made with the shape tool, go to select>transform selection.
