Today I had a problem.
Because of a pesky Windows update my system restarted with Photoshop open and some files open in Photoshop.
Because of this next time I tried to open Photoshop it tried to recover the files that had been open - I waited for 20 minutes but Photoshop was still trying to open the recovered files.
SOLUTION
I closed Photoshop through Task Manager
Then navigated to C:\Users\"User Name"\AppData\Roaming\Adobe\Adobe Photoshop CC 2018\AutoRecover and deleted the files in the folder
CAUTION - make sure you dont need the files.
It helped me out of a hole and might help you!
