Specific Sharpen picture

Hello,

Someone took a picture of me on the track but it's rather blurry.
Is it possible to sharpen the rider and maybe add some color to it?

I prefer more vivid colors for this shot but it’s sharper, how do you do it of I may ask? I’ve tried myself and couldn’t get it like this.

To "sharpen" it, you can use a deconvolution software like SmartBlur (sometimes you have to use it twice, find out the best area to analyse, combine it with other deconvolution software or have to remove graining in another step)
