Straighten button greyed out

Hmm...Something is odd here for me now.
Sorry, I may be wrong. Now for some reason, I cannot re-create the same thing.:unsure:

But it worked for me at the time. I tried PNG and JPEG as well.:thinking:

Straighten Layer is grayed-out now-

Locked background does not work for me now.

However, I tried the same thing in an older version of Photoshop. It works!

With an empty layer on top, Straighten works even with an empty layer on top.

I have tried this out on PS 2020, 2021, and 2022 and those are consistent about the straighten button greyed out when the first Layer is a background layer or locked in any fasion and it is a multillayer document with or without transparency in those additional layers.

That does not explain the various prior behaviors that have not yet been duplicated. I suspect the criteria are not fully explained (other than some versions prior to ps 2020 have a different behaviro?). It's that or some of our Photoshop installations are connected by quantum entanglement. ;)
