I having a problem. I cant seem to get the tapered effect to occur when stroking a path. I strok the path after selecting the brush tool.

Choose Brush and make sure there is a tick next to Simulate Pressure. This is important as it will give your curve tapered ends which will make it rock!

When using a mouse with photoshop, pressure sensitivity is disabled. (from what I remember, anyhow. It's been over a decade since I used a mouse with it but I'm pretty sure you can't access pressure sensitivity with a mouse)

This may be why it won't simulate pressure, even when stroking a path.

Another reason that a tablet is a *must have* for use with photoshop.

Umm... Smokey, sorry to burst your bubble, but there is something called as pen tool in photoshop.

Hansolo, it depends on the shape, sometimes you cannot get a tapering effect. Try Curving it EXTREMELY, then, use the warp, or other transform tools to fix it.

Assuming you have a pen tablet. Before you stroke the path, try resetting the brush dynamics. For example, like the screenshot below. Then stroke with pen pressure ticked.
