Subtle halftone effect

Start with a background.
Add a halftone effect of choice.
Add a subject.
Lower the opacity of the halftone layer.
Add a layer mask to the halftone layer.
Use the Brush Tool and a large soft round brush to "brush away" areas of the halftone.
