Specific Swap 2 people?

Hello!
I’m not sure whether this will work, it seems a bit tricky but I was wondering whether it might be possible to replace one person with another? I was hoping to replace the woman in the long blue dress/ ginger hair with the blonde woman in the left of the second photo (also in a long blue dress). The blonde woman’s arm is cut off so it might be hard but I would really appreciate any help!
