Tools don't work!

Disconcerting I am quite sure.
Yet, you have provided virtually no clues from which to help you. Keep in mind we cannot see your computer screen so we are effectively blind without more information.
You could describe the behavior specifically to visually what you see, type of cursor, exact steps you took or did not take, screen shoots shared etc.
Barring any other information at this point, for the tools to work you need to
- have a document open on the workspace (either a previous file or File > New
- a pixel layer should be active (highlighted) in the Layers Panel
- the tools should be within the bounds of that open document (i.e. not off screen)
Another thing you could try is resetting preferences:https://helpx.adobe.com/photoshop/using/preferences.html
