VHS Glow Effect

Hey guys, I have a question about doing an effect in Photoshop.

I'd like to make text that looks like the one in this gif: http://imgur.com/kwuIO9E
How would I go about creating something like that?

Also, if you have an idea on how I could do such an effect but in a fashion that finds the edges of flat image. I'm totally ready to draw the lines manually too, though.

I want to bump this so you might get some responses. I will also work on this as well.

The text is off, and it's not exact, but I'll wait for your response before I try to explain what I did.

That looks pretty awesome man! If was still a bit more bloomy and blurry I think it would be perfect.

If you can give out instructions on how you made it I'd be happy to test it out. I would also like to apply that effect on pictures' edges if possible.

Ok, here's the rundown. Remember, there may be many other ways to do this and you might get a better technique from another member.

Open a document.
Use your Type Tool to create the "Play" text.
Use Command + T to enter Free Transform and rotate the text. Hit the check mark or enter when done.

Use the Brush Tool to rough up the edges of the text. I was a bit conservative here!

Use Command + J to duplicate this layer.
Command + Click the duplicated layers thumbnail and fill with the Pinkish Red color.
Hi Command + D to deselect.

Place the Pink layer below the white layer.

At this point, rasterize your two type layers by right clicking their layers and choosing "rasterize type".
I converted the layers to smart objects as well. I did this so I could have more adjust-ability over the Gaussian blur.

Highlight the White text layer and double click. This opens a layer style. Select Outer Glow.
Add the following (and your own) adjustment to the Outer Glow Option.

Highlight the Pink text layer and double click. This opens a layer style. Select Outer Glow.
Add the following (and your own) adjustment to the Outer Glow Option.

Add a Color fill layer by clicking the half moon icon located at the bottom of the layers panel and selecting "Solid Color".
Choose an appropriate Blue color. Set this layer to "Overlay Mode" and reduce it's opacity to 75%.

Add another Color fill layer by clicking the half moon icon located at the bottom of the layers panel and selecting "Solid Color".
Choose the same Blue color. Go to FILTER > NOISE > ADD NOISE and adjust to your liking.
Set this layer to "Overlay Mode" and reduce it's opacity to 75%.

It will look something like this...

Lastly, go back to your first White layer and duplicate.
Place this layer on top. Done.
