"Video-Gamish" Cartoon effect?

Hello to all. It's been a struggle trying to master this technique of succeeding this effect. It's been used on a lot of WWE Video Games for the characters.
I know for sure it's something to do with dodge and burn but it looks like something else has been added to it.
Any thoughts?

Hey Justin, this looks a bit like the popular effect created with the Topaz filter. I could be way off base though!
