Want to do something like this

Hi guys, how hard is it to make text something like this http://www.tutorialboard.net/wp-content/gallery/lc/london-city.jpg

but layer it over a picture?

Basically i have a picture take of me in London and just want to get the text over the pic rather than just plain text like this

Is this what you are looking for?
You can do this by creating your text and then "clipping" your picture to it by clicking the the line between the layer and holding the alt key on pc or option key on the mac.

Can i make it smaller so i can see more of the pic?

You want to make the font larger or wider since the picture only shows where the font is. If you structure your layers like mine you can try several fonts to get the desired effect.
