What has he used?

Hey guys! This guy is making signatures on the gaming forums and they are great indeed. Can someone tell me what does he use? I mean which effect or tools does he use? I can't find a tut on something like that

The person you are referring to seems to know how to use Photoshop very well, he's not using a single magic tool to create all those signatures, he is rather using a combination of tools like filters, blending modes, brushes, patterns, selections, extractions, etc

If you really want to make signatures like that, you will need to check out some tuts like this 40 Awesome Photoshop Forum Signature Tutorials

One thing i've noticed in his work, he uses Rainbows, Glows and Light Effects
a lot.

As you can see any person whit a reasonable knowledge of Photoshop, will be able to pull that up, whit out any problems.

Well, the process involved in banner creation, will be the same, only difference will be the image size, and always a fair Photoshop knowledge will help a lot.
