What is the best and quickest way to draw this ball?

Use the Ellipse Tool to create 3 separate ellipses.
Use centering guidelines. (These were hidden for the screen shots)
Bottom layer.....
Next layer.
Note: This ellipse had to be edited With the Pen Tool/Direct Selection Tool.
I just added two new anchor points and adjusted so it would fit.
And finally the top layer.
Place these three layers into a group and add a layer mask.
Use Free transform to rotate the group to a 45 degree angle.
All ellipse layers are preserved for editing.
