What preset should I use or create for Japanese A6

I have some photos which I need to crop (without loosing any of their size) to Japanese A6. I have added files to show you what I have tried without much success. What ever I try to set a preset to "1748 x 1240 300 ppi" I keep getting a vertical crop for my photo which I dont want.

What am I doing wrong?

I want them horizontally but photoshop keeps giving them in horizontal.

1. Is the type of file I am trying to edit
2. The preset I have tried to setup but horizontal
3. The settings that are supposed to be used for Japanese A6.

Can anybody help me please?

ISO (International Standards) and JIS (Japanese Industry Standards)

A sizes:
A6 = 105 mm X 148 mm or 4.13 inch X 5.83 inch
