Illustrator Mouse Scroll is not working to move page up and down

I know this is for photoshop, but if any of you guys use illustrator is there anyway you could tell me why in the world my mouse scroll isn't working in illustrator? It works perfectly in photoshop, and on webpages, but as soon as I go over into illustrator this sucker starts screwing up. It'll kind of scroll some but it sticks mostly, and barely if anything will scroll my page up and down.

Can you guys help me out?
