Photo into Work of Art

To transform this owl in a small work of art, I only needed to apply the liquify filter.
I painted over the image with free brushstrokes, with settings as shown in the screen shots.

Although I would like to immediately put your technique to use, unfortunately, I don't think the fire chief would appreciate it if I used that technique on the firemen I will be photographing tomorrow morning at a training exercise for fighting fires in high rise buildings. ;-)
