    Getting stills from dvd into high quality images

    Honestly, there isn't an easy way to do this, I suppose I'd recommend using filter->noise->despeckle, and filter->noise->reduce noise. Other than that, you'll need to go in and blur, clone and heal by hand whatever is left. keep in mind that standard dvd resolution is 720x480 at 72dpi. So...

    Blonde hair in sillhouette

    unfortunately, you're going to have to stripe it. Light parts of the hair go white, dark(er) parts black. Pay attention to detail and take your time and it'll turn out pretty well. It's going to be a royal pain to pull off though...
