    Ok i got your solution, 1st you need to duplicate the text layer, or watever you wanted to look like winded, then apply the wind effect to the layer underneath the duplicated layer heres an example, look at the fox racing logo in the bottom right corner what i did there was duplicate the layer...

    Nah dude thats the eraser tool thats how i get the feathered effect, and if you look very close you can see that the logo pattern isnt even, plus on the first one i did a horrible job on taking the blue outline of the rider off it, when you have that 1st one as your screen saver you really start...

    Ok bruh, i got you.......white stroke, blue n purple text. and a contest would be really cool, because graffiti is such independent artwork, ya really have to think outside the box to create it, its amazing to see some of the graffiti artwork
