Illustrator Aarg! Stupid locked guides!

Is there any way to turn this annoying feature off permanently?

You can also use the Move Tool (V) to grab it and drag it back to the ruler.

I uncheck it, but the next time I start up Illustrator, it's checked again. Nor will it allow me to use V to move them when they are locked.

after you uncheck it save the workspace it will stay as you set it.

Dumb question but can you tell me how to do this? Because what I'm doing is not working (so perhaps I'm doing it wrong).
