Adding a photo as a new background

I need help with adding a photo I found on the net of a sports arena as the new background. When I drag the portrait I want to put in the new background the size is too large. It won't let me resize the portrait or the background for everything to fit appropriately. I tried changing the background to a new background layer but it still doesn't work. Any ideas?

Check image mode is it in index mode? Put it in rgb if it is, my first thought

Thx. I just checked and both images say they are rgb.

Oh you need to resize my mistake..you need the transform tool under edit in menu bar
You might get it done quicker if you post the images here not near computer so getting to detailed tough on mobile device but another if need be will be by shortly I'm sure
