Cant move layer.

Im having this odd problem, that only way i could move layer is Ctrl+T. When i choose hand tool (dunno, is it called that way ), and try to move layer, then it just wont. No errors or anything, just stays there.
Im quite sure this is easy to fix, but me who just started using ps, cant find solution for it.

Could you take a screenshot...

But Ctrl+T is transform tool lol.

hit v for move the layers, hand tool is only for pan. you need to very huge image for using hand tool.

dude hand tool is not for moving layer ,yeh you can move the whole image but not a single layer

your hand tool work only if your image like this see below
