I just created a psd doc a 2x2 square 300dpi cmyk and filled it with the color #71d3c6 , even tried
#2fb3a1 and when i print it out, im getting a light sea-green type color.....

i need a light teal color to print, thats what i thought i selected...

Am i missing some setting within photoshop that will print the exact # colors?

I have photoshop managing the colors for printing.
Does 'Rendering Intent' have anything to do with this?

I believe my printer should be able to handle this... C410a HP Photosmart

please help

Your working in CMYK in PS not RGB?
You should be working on the image in RGB, CMYK is a much smaller color space.

Printer Profile should be set to the exact paper your going to use.
Rendering Intent will affect the way it looks "Relative Colorimetric" is a good place to start but another setting may give you better results.

And desktop printers expect to receive RGB files, otherwise, you end up with an additional color conversion.
