Crop tool won't "unconstrain"

All of a sudden, the crop tool will only constrain to a rectangle! What's going on here?? No settings were changed and can't even find any preferences regarding this tool. Any help is greatly appreciated.

Windows/Options ... will apear settings, press Clear.

Was just getting ready to say reset tool and post picture. Lol

and that all won't work if SHIFT is "broken"
