Does anyone know how to do this?

At the top of the picture, there appears to be glowing from the sun.
I know, for a fact, that this was edited in.
I've seen it in several pictures before and I wanted to replicate the effect.
Any help would be appreciated.

It looks like lens flare.
You can try Filter|Render|Lens Flare

You can also select a portion of the image, feather it, a lot, tint it and brighten it.
