I am trying to downsize some logos but when I do it they come out blurry.
I thought that making them smaller not larger I would have no problem keeping them sharp.
The originals are in bitmap and jpg format.
What steps should I take to get them downsized correctly?

it's one of sad facts of life.
you downsize an image-it gets unsharp.
it is just the way it is.
.bmp format is somewhat larger than .jpg so you may save them all as the jpg-s
there is compression of the images involved in photoshop and you may go something like 6 or seven in it.

Maybe try to sharpen them up. The unsharp mask filter helps in alot of cases. But also the regular sharpen filter might help. Just give it a try, and play with different sharpen settings.

Worst case, if you are not to familiar with those things, you can post the logos here and i can try to help you out. Or if you prefer to send them to me over email, just let me know.
