Hi everyone? I can't make photos like this colors? Filter or plugin? Do you know? Thanks

just a guess as I'm not that versed in filters or plugins. It looks like the image -- a more or less normal color photo -- is duplicated then desaturated. Then one or the other layer is used for the subtle coloration. Or it is actually colorized by hand. Then the blacks are saturated, contrast increased, something like that, to give it the velvety black look.
