Hmm...I just tried this. Not too experienced with Photoshop yet, but I think it turned out okay...

Em...can't remember exact process, but it included 3 layers, filters, colour replacement, and I had to smooth off some rough things with a brush.

certainly some neon glow Paul.

It is a very nice effect as Sir Maximus said. I personally would like to see a bit of contrast added to the foreground trees. They seem a bit washed out and that flattens the picture for me. I guess it's my photography background that wants to see a range of tonality from white to black.
