HDR Effect Using PSE 11

I have PSE 11 and would like to know a simple way to add an HDR effect to a photo. Any tips would be great.

Also, i have see some photos that look like HDR and almost cartoon like, again, any pointers in that direction would be appreciated.

See if this gets you started.
PSE11 has a pretty rudimentary tool called Photomerge Exposure which isn't really HDR processing.
You can try Photomatix Pro or one of these OTHER software packages which will do a better job.
