Can someone explain how to create a object like this:

That's a very small pic, but it looks like just rectangles... you can make them with the shape tool, or use the rectangular marquee tool to make selections and then fill then with color. You can then choose Edit --> Transform --> Rotate and you can change the orientation as needed.

Owk thx i will try that.
Only thing is that it are little blocks if i make one rectangle it is one solid box.

It was most likely done with a square brush. Set the spacing in the brush engine, then set the angle to Direction. Draw paths and stroke with that brush.
