Help with outlining and vector drawing

Hello,
i drew a picture of Scooby-doo (long story) and i want to make it so that it has a perfect outline and is scalable so a vector. I'm not overly confident with photoshop so if i provide an image can someone lead me through or show me some steps to making it look good
As i cannot post a link to the image i cant show you where i have gotten so far so if anyone could provide me with the exact info or a link it would be great

Learn to use the pen tool. Take a look here for a good explanation of turning something into a vector image:

If I was you and you want to learn vector drawing properly I would suggest getting illustrator and learning it as it's a proper vector program where as photoshop isn't.
