How can I make this pattern?

Is there some way to make something similar to the image's pattern from a new one (do not need to be exactly the same)?
Or some way of removing the objects (pill and circle), keeping the pattern of the background?

Edit -> fill -> aware-content do not really help, because it mess the pattern
There's no free space to clone
And it's very difficult to use the stamp here..
Any idea?

do your gradient background create a new layer and load up some light beam brushes like these 1s here using white set that layer blending mode to overlay or whichever mode you prefer the effect of

results (+ you can do some color correction)
