How do I create this effect

This is kind of a bad example just do to the quality but better than nothing I suppose, the one with the effect came off some other forum.

If you can see it, you only see the darker parts of the original, almost like an outline, and the lighter parts are transparent, and I have no idea how to do something like that.

This seems kind of similar:

Looks to me like they took the original image, desaturated it and set the levels so that it would only show the darker areas. They were trying to give the appearance that the image was drawn or painted on the wall. Your sample image is rather small and hard to see the details.
