How to create realistic folds on fabric? Is it possible?

Ok guys, this comes from the game "Thief 2". Someone could tell me how they did with that "creased" technique? I mean, the fabric over the booth has some realistic folds, especially at the bottom; how they manage to make that? Did they scan a fabric sample or there's a trick with Photoshop to make those folds credible like that?

The Dark engine doesn't use normal maps.

then they would have done it in a 3d app and baked the results as a texture.

Found the textures. Really looks like something hand-drawn...

At the first moment I thought something like watercolor, but then I saw that the background image is the same, there's only striatures more and a tonality changed... I can't solve this, Photoshop on a watermark drawn matrix?
