How to create this streaks of light effect?

Ive seen a lot of this type of graphics pop up everywhere for sometime now. And i know from the animated clips that a lot of it is done in 3d. But if i were to create it in PS as a still frame, how do you go about making it look the way it does? I can imagine you could do it by creating lines and making copies of it and varying each a little bit, add some color overlays etc etc. And then there is the motion blur effect theyve got on it. Not sure how to go about that, but overall that looks like a lot of hard manual labour. :) So i just wanted to throw this out here to all the PSGurus here to know if you guys know of an easier way to do this type of effect? Im just not sure if im thinking in the right way. Do share your thoughts. Or your own attempts/steps taken if youre keen. :) Thanks a bunch in advance!!!

Quite a bit of really good Photoshop work IS lots of hard manual labor. That's why we make the big bucks! :cool2:
 
Well, you know, there's no "hard manual labor". Just a back layer with gradient, one distorted rectangle with noise and 2 vector paths and 15 minutes of my work time.
But I cheated a bit. :) Well, to be honest, cheated a lot.
Gonna tell later when get home.
