I found this photographer/graphic designer on Instagram.


Here is a sample and I am desperately attempting to figure out how he does this, I live in southern California and I would love to create similar images:

Hello and welcome.

Duplicate your original image layer. Turn off original layer.
We want to be able to edit the blur at any time so convert the duplicate/copy layer into a smart object.
Add a Motion Blur smart filter and adjust.
Select the provided mask that is added with the smart filter and mask out any subjects or materials you don't want blurred.
