Need some Photoshop design Help

Hi,

I am trying to figure out how to do a photo like the one below in photoshop (mostly the paint and how they get it to look real but it still has the rendered look). Is there a tutorial to get a photo to look like the ones below? Can somebody help me. Matt

You can achieve that effect using this external tool
Topaz Clean - Edge and Texture Control

Or if you are in budget, just Use the surface blur along whit some sharpenning and smudge.

The easiest and the most effective way to do that is the "reduce noise" option (Filters->Noise->reduce noise) it works as a charm
