Painting the eye

Hello.
Can anyone tell me how this eye is painted? Any good tutorials?

Especially I wish to know how I can make those blurry edges.
I only found "feathered" effect for it, but it didn't solve my problem.
Is there any other effect for it? Thanks. This was my first post here :redface:

this looks like it may be filter>artistic>neon glow, but I'd have to play with the original image

I've been playing around with this a bit using an eye image from the web. I wonder if a texture/pattern was used to create the radiating lines. It's like someone created a sun image and superimposed it on the eye, changing the hues. Maybe someone will come up with a tutorial or suggestion and if I have time tomorrow (and you're still interested/wondering) I'll see what I can find out. You might find some good tips just from looking up tutorials on creating space images. Just a thought.

Thanks for the quick replies. I'm very interested of tutorial, if you just have time for it?
Here's what I have done so far. It's replica of my seeing eye.
What I did was I took a picture of my iris and
I cloned some details above the basic picture (around the pupil) and changed colors also.
I don't know how the edge is made and other little details. There is also placed
invisible backround into it, and still has blurry edges so that's new for me too,
but I'm learning. Thank you
