Photoshop filter : Does anyone know how to achieve this effect?

At the risk of stating the obvious, you absolutely MUST use some of the native PS tools, blending modes, etc. if you want to closely reproduce the appearance of the image you cited. You are not going to get that look from a "one button" instagram like solution.
Here's one of my photos (farmland at sunset) that I used the Medhi filter (as well as many other efx) on.
