Problem With Rectangle Tool

Hi,
I Have New Problem with rectangle tool . when add new document with 300 * 300 (width - height) rectangle tool and Stroke Wroked Perfectly . But When add new documents 300 * 98 stroke border is damage!!! please see images attachment .

It looks to me like you feathered the selection or something in the 300 X 98.

I created a 300 x 98 document, created various rectangles and can't duplicate your problem.
