Specific Remove glare from neck

Can someone remove the glare on the woman's neck? This was caused by taking a picture of the image in plastic and I cannot get that original image to be scanned.

Self isolating here from corona panic - decided to take a try at the shot. Cropped it a bit, removed the partial people at the right and left, removed the floating hand, did some clean up. A small curve adjustment and some sharpening to the eyes and mouth. It's a grainy shot so can't sharpen too much. Kept me busy.
