Scan noise reduction

Hi All! I'm working with solid b/w in Ps and am hoping to figure out a way to easily eliminate the "noise" on b/w scans. I've tried gaussian blur and noise reduction but can't seem to get any luck on this. Can I change the tolerance when selecting a color range or something? This is just masked out from selecting highlights.

Not sure where you need to go, but can you make the black a selection and use refine edge to clean the edges up ?
 
That does not look like noise to me it looks like only black has been left behind if you select the outer area and then invert it and then just brush in black over the whole thing that'll fill it but I'm not sure where you're going to either, like Mike, nor am I sure what it is is that an antennae for insect
 
Show us the original from which u want to select the blacks, and we will likely be able to give you better advice. Without a context to your question, we can only guess at the real problem u are facing.
