Scratch Disks Full Error

I have the same problem. Photoshop 7 supposed to be compatible with windows 7. Cannot reload. When I have loaded I get "Cannot initialize Scratch disk full". Is there a way to eliminate this.This program was working fine until the scratch disk full error. It works on my other computer but something is amiss on this one. When I try to install it takes 15 minutes to start the installer and I get the message to set scratch disk on different volume but then comes the Scratch disk full and closes.
 
Are you in "compatibility mode" ?...set Win 7 to "pretend" it is an earlier version
 
Bringing up an old post, but the answer I believe is the Windows 7 and 8 permissions on the disk. Certain folders need Admin access. I think the answer was to find the actual file on the disk, right click, and run as administrator. Then you can change the scratch disk. I had this issue a few months ago. The strange part is, not every installation has this problem, I just remember this being the answer.
 
You can modify the scratch disk setting and add multiple scratch disks from Photoshop Preferences. Many power users like to make a dedicated hard drive partition meant for the Photoshop scratch disk. Though Photoshop resolve function with a solitary scratch disk resting on the system partition, you can improve performance by setting the scratch disk to be the greatest drive in your system.
 
Photoshop 7 is very old and it will not work if you are using a 1TByte drive. To fix you would need to partition the drive.
