Sparkle effect

Hi I see really often this sparkle/reflective effet on many images. I guess this is made with a plugin . But which one ? do you have any ideas ?

there are many ways to do that, most common is probably a sparkle brush painted to a top layer and blurred then layer mode set to what ever look your going for, ,soft light, overlay, etc.etc.

I think this is 1 of the best plugins for bokeh effects it also has glittery options bUt like idad says if you want a free version then Bokeh brushes glitter brushes and actions are easily available all over the net.
