Straightening a photo

I'm a major newbie.

I'm trying to straighten a crooked photo. The instructions in the Editor space say I should click the Straighten tool, draw a line on the photo, and the image will rotate to the angle of the line.

I did exactly that and even though the line got drawn, the photo didn't move.

Can someone tell me what I'm doing wrong.
 
use the transform tool to move it, but not seeing the photo leaves us guessing, is it far off center?
 
Thanks, I'll try that. No, this one is not far off center, though I've had the same problem with a few other photos.
 
Works for me in PSE7

Let's say you have a landscape and the horizon is on an angle.

Click and hold the mouse button on a spot on the horizon, drag across to the other side of the image keeping the line on the horizon then release, then use the crop tool.
