If this is the case, this is just a blur filter aplied on a rasterized type

1 create a text layer "any text, any font"
2 go to Layer>Rasterize>Type
3 then go to Filter>Blur>Gaussian Blur and select effect Intensity, using radius slider
4 have fun.

* Once you rasterize the text layers, you can apply any filter you want, but you can't edit the text anymore, so always make a copy of the text layer, before rasterizing, in case you wanna change text characters or fonts.
