Urgent Help Needed RE: Quick Selection/Magic Wand Tool??

Hi, I’m wondering if anyone can help with my query below, I understand it may be difficult to explain but I will try…
I have a rectangle in the middle of a page with a centre line on a piece of paper, the paper has no background. The rectangle has two halves to it that can both be detected by a magic wand and or quick selection tool. What I require is some way of merging the two. So; Imagine in one half I paint a red circle in to (only small one though), I want to use the magic wand tool to select the colour. Imagine now that the ‘marching ants’ are around the red circle, I then invert the selection. Now here’s the question, is it possible in anyway by using a command or technique that will fill the half of the rectangle outside the red circle without going out side the border of the rectangle. So when you finished what your left with is half of the rectangle coloured in red. What I’m hoping for is a system where I can create an action that will automatically fill borders outside of a selection marquee. So in effect I can put red blobs in boxes, use the command to automatically detect the colour and fill its surroundings. (almost like painting by colours/numbers; so that action will fill all the red blob squares with red, and blue blob areas with blue, per say…) is this possible can anyone think of a method, Please help…​

Don't quite understand why you can't just click magic wand outside red circle? You said that
it that can both be detected by a magic wand and or quick selection tool
So where is problem?
