Hey guys, what effect would you call this? Cross processing? Is this possible to do in Photoshop? I'm pretty sure it is, but any help would be greatly appreciated!

Look at the presets in the curves adjustment, there is one for cross process. You'll likely need to adjust each colors curve some to get the effect you're after.
