create a new solid color layer under that one > make the top layer mode overlay mode should do it

Make the background layer a normal layer, alt+dbl click the layer. Use the magic wand tool and click on the white color, once selected hit delete. Add a Hue/Saturation adjustment layer and check the colorize box. Adjust the sliders to get the color you want.
