How to convert any dress to leather/latex looking dress?

Materials are defined by the manner in which they react to light. Leather/latex would be somewhat reflective, versus a fabric which would absorb light.

    Specific Grid Template

I don't know how experienced you are with Photoshop, but... I'd add a photo, and convert it to a smart object, then add a vector mask to create a section. Un-link the vector mask so the image can be moved independently with the move tool. Do the same thing for each section on it's own layer...

    Beginner Help Please?

There are various ways to add a mask but the simplest is with the layer mask icon at the bottom of the layers panel. Paint with a black brush to conceal and white to reveal. My First Restoration attempt

If you get really ambitious you can add a texture also. Use warp and puppet warp to adjust it to the clothing. I did this in a hurry, but it should give you the idea. As always use a separate layer.

    My First Restoration attempt

Nice work so far. I would suggest blending out the splotchy areas by painting on a new layer with a soft low opacity low flow brush. Sample the colors often and go slowly. I did a quick job on the right side of the dress just to demonstrate. By no means is my example meant to be perfect, doing...

    Specific Need to be red

"I don't know how" and you never will if someone always does things for you. If you are actually interested in knowing how, there are many ways. One is to use a gradient map.

Gradient maps allow greater control; you can adjust the color of shadows, highlights and mid-tones individually.
